Yoshinori Saito
Tokyo ViceYoshinori Saito is a senior figure in the Sumiyoshi-kai whose attempt to discredit Kaneko sets off a police search for an alleged informant and exposes a conflict over the organization’s business. Rather than confront Kaneko directly, Saito used a deliberately incomplete accusation to make others suspect him, turning rumor into a weapon in an internal power struggle.
Position and Conflict
Saito was described as the number-four figure in the Sumiyoshi-kai. His conflict with Kaneko had a practical source: Saito wanted to sell methamphetamine to the convoy of truck drivers traveling through Saitama, while Kaneko wanted no part of the scheme. Kaneko’s boss had allegedly used methamphetamine in his youth, and Kaneko was concerned that involvement in the trade might draw him back toward old habits.
The Informant Rumor
According to information passed to the narrator by a police source, Saito told a detective in the organized-crime division that Kaneko was bribing a police officer. Saito did not identify the officer. That omission sent police searching for a supposed mole, while leaving the accusation difficult to verify. The source interpreted the maneuver as an effort to make the organization regard Kaneko as a police informant without Saito having to challenge him openly.
The accusation therefore worked on two fronts. It gave police a reason to hunt for a compromised officer, and it planted suspicion about Kaneko among his own associates. The source believed the underlying issue was a power struggle, with Saito trying to enlist the organization itself against a rival he did not have the nerve to confront directly.
Aftermath and Narrative Role
The narrator was advised to take the information to Kaneko as soon as possible. Two weeks later, Saitama police were again drinking green tea in Kaneko’s office. The narrator never asked what had happened to Saito, and he and Kaneko never discussed the incident again; the account gives no further resolution of Saito’s position or fate.
Saito’s brief appearance illustrates how information can be manipulated within both criminal and police networks. His accusation was not simply a claim about a bribe: by withholding the alleged officer’s identity, he set suspicion moving through the police, while his business dispute with Kaneko gave the rumor an internal target. The episode ends not with a reported punishment or confrontation, but with the unanswered question of what became of the man who started it.
